Saif Said Al Sinani has served as the Director General of Planning at the Ministry of Transport, Communications & Information Technology since October 2018. With extensive expertise in public policy, strategic planning, budgeting, and financial management, he has demonstrated strong leadership in driving transformative initiatives across the transport and logistics sectors as well as in academic institutions. He excels in organizational governance, team development, decision-making, and cross-functional collaboration, and serves on multiple corporate and government boards, including the National Transport Company, National Ferries Company, Civil Aviation Authority, and Oman Airports Company, where he also contributes to Audit Committees. Dr. Saif has lectured nationally and internationally in Management and Economics and has published research in both conferences and peer-reviewed international journals. He holds a BSc in Finance from Sultan Qaboos University, an MSc in Banking and Finance from Loughborough University, and a PhD in Development Policy and Management from the University of Manchester.
